On January 20, the Municipal Party Committee and the Municipal Government held the 2023 Spring Festival Group Visit for People from All Walks of Life in Suzhou at the Jinji Lake International Conference Center. On behalf of the Suzhou Municipal CPC Committee, the Standing Committee of the Municipal People’s Congress, the Municipal Government, and the CPPCC Committee, Cao Lubao, secretary of the Municipal CPC Committee, extended holiday greetings and good wishes to the vast number of workers, farmers, intellectuals, cadres at all levels, and retired veteran comrades in the city; to the commanders and fighters of the PLA Garrison in the Soviet Union, the officers and men of the armed police, the militia reservists, and the public security people’s police; to the democratic parties, the Federation of Industry and Commerce, personages without party affiliation, people’s organizations and people from all walks of life; and to all friends at home and abroad who care about and support Suzhou’s development. Wu Qingwen, deputy secretary of the municipal party committee and mayor, presided over the reunion. Li Yaping, chairman of the Standing Committee of the Municipal People’s Congress, Zhu Min, chairman of the CPPCC Municipal Committee, and Huang Aijun, deputy secretary of the municipal party committee, attended the group meeting.

In 2022, we have walked through a very unusual and unforgettable year together. The whole city will welcome the 20th CPC National Congress, study, publicize and implement the spirit of the 20th CPC National Congress throughout the year, deeply understand the decisive significance of the “two establishments”, and gather the majestic force of unity and struggle in learning and practice. A series of major work such as efficiently coordinating epidemic prevention and control and economic and social development, coordinating development and security, and promoting the construction of industrial innovation clusters in the digital economy era have started to gain momentum; the manufacturing industry has a more stable chassis, stronger innovation motivation, and more optimized development layout. Always concerned about the safety and well-being of the people, more and more old-age, childcare, fitness and cultural facilities have been built; More than 16 million people in Suzhou have worked hard and won the reputation of “you can always trust Suzhou” as a city.
Cao Lubao’s Emphasis
At the conclusion of the Provincial People’s Congress, General Secretary Xi Jinping was unanimously elected as a deputy to the 14th National People’s Congress. This is the common will of all the representatives present at the meeting, the great honor of more than 85 million people in Jiangsu, and the true expression of the heartfelt support of the cadres and masses of Jiangsu for the core of the Party, the leaders of the people, and the military commander.
We should keep in mind the trust, be grateful and forge ahead, and earnestly transform the care and love from the General Secretary for Jiangsu into action to shoulder a new mission and begin a new chapter. Above all, we should support the “two establishments” and firmly strive for “double safeguards.”

The provincial party committee attaches great importance to Suzhou’s work. When Xin Changxing, the secretary of the committee, participated in the deliberation of the Suzhou delegation at the Provincial People’s Congress, he explicitly requested Suzhou to assume the “pathfinder” role and consciousness of “taking the lead” to demonstrate Chinese-style modernization and construction. Thus endowing Suzhou with a new orientation and encouraging us to stride forward into a new journey.
We should make a leading demonstration in striving to open up a new realm of high-quality development; accelerate the integrated development of industrial innovation clusters; actively integrate into the Yangtze River Delta and the coordinated development of provinces and regions; continue to expand high-level openings; and strive to present a unique international metropolis to the world.
It is necessary to set a leading example in continuously recognizing the people’s yearning for a better life. Further polishing it is to set an example of “a rich place, and a livable and civilized city”; build more beautiful and livable houses, a good community, a good neighborhood, and a good city for everyone; and accelerate the dream of “the elderly have care, the weak have strong supports, the sick have good doctors, the young have excellent education, learn and teach well, work hard, and live enjoyably”, so that everyone’s smiling face becomes the most beautiful “emoji” in the city of Suzhou.
We should make a leading demonstration in building a city model of harmonious coexistence between human and nature. The three articles of “water”, “carbon” and “green” should be well coordinated. “One mountain, one policy” and “one lake, one policy” should protect the ecological background of the city, build beautiful villages, and display the ecological charm of “Splendid Jiangnan Fish and Rice Village”.

In the new year, the whole municipality should unite more closely around the Party Central Committee with Secretary General Xi Jinping as the core: adhere to the guidance of his idea of socialism with Chinese characteristics for a new era; always maintain the passion and vitality of entrepreneurship; promote the courage of cadres, local governments, enterprises, and the people to make pioneering efforts; and work together to make new and greater contributions to the overall construction of a socialist modern country and the overall promotion of the great rejuvenation of the Chinese nation.
